The timing trap behind an HDB upgrade

“Jerry, I've found a condo I like. Should I buy it first and sell my HDB later?” Before that, ask: can you complete the purchase if your HDB takes longer than expected to sell? An upgrade is two linked transactions with different deadlines. Money you may receive after selling is not always money you can use for a purchase today.

Illustrative household and available funds

ILLUSTRATIVE HOUSEHOLD. Expected HDB sale S$950,000, outstanding loan S$200,000, CPF refund including accrued interest S$350,000 and estimated selling expenses S$20,000. Expected cash proceeds: S$380,000. The target condo costs S$1.7 million. Those proceeds depend on completing the HDB sale and CPF processing; they are not cash already in the bank. The figures are hypothetical, not a valuation.

Option A: Sell first

SELL FIRST. Securing an HDB buyer and understanding the sale terms can clarify proceeds and reduce dependence on uncertain sale prices. But you still need a realistic plan for your replacement home, renovation, moving date and any temporary accommodation. Selling first may improve certainty without guaranteeing you find a suitable condo at your preferred price.

Option B: Buy first

BUY FIRST. You may secure a suitable condominium before selling, but must check upfront cash, financing and ABSD before committing. An existing mortgage can affect your loan-to-value eligibility, debt servicing calculation and lender assessment. Don't assume temporary bridging finance will be available or that a future sale will automatically solve a near-term payment deadline.

ABSD remission: conditions, not assumptions

ABSD IS NOT A BLANKET SIX-MONTH EXEMPTION. IRAS provides conditional remission for qualifying married couples, with criteria for citizenship, ownership, purchase and sale of the first property. Where applicable, the disposal deadline may be six months from purchase of a completed replacement home or, for an uncompleted home, the relevant completion milestone defined by IRAS. Where upfront ABSD is payable, obtaining a refund depends on meeting all conditions and applying correctly. Verify the precise dates and individual eligibility directly with IRAS before exercising an Option to Purchase.

HDB eligibility and MOP

CHECK HDB ELIGIBILITY FIRST. HDB's Minimum Occupation Period (MOP) restrictions affect whether flat owners and relevant occupiers may acquire private residential property. MOP and ownership conditions depend on the flat and household. Selling eligibility also involves HDB requirements, including any applicable EIP/SPR quotas and other restrictions. Don't assume every household can simply buy first and sell later. Refer to HDB's two separate official pages for acquiring private property and eligibility to sell.

CPF money and payment deadlines

YOUR CPF MONEY HAS A TIMELINE. A housing refund includes applicable CPF principal and accrued interest, but refunded CPF is not unrestricted cash. Usage for the next home depends on the relevant CPF rules, and owners aged 55 or above may have retirement savings obligations. Confirm each owner's available CPF amount and when funds can be deployed before scheduling a second property's purchase payments.

Three transaction sequences

THREE WORKABLE SEQUENCES. Scenario A: SELL FIRST — establish a realistic price, find a buyer, review sale milestones and available money, then make the replacement purchase with a moving plan. Scenario B: BUY FIRST — confirm all eligibility, financing, stamp duty and reserves, then secure the new home and complete the HDB sale within any required deadlines. Scenario C: COORDINATE BOTH — align the transactions after checking the contract dates, payment dependencies and contingencies. These are decision frameworks, not promises about completion time.

Stress-test a lower sale price

STRESS-TEST A LOWER HDB PRICE. Keeping the hypothetical S$200,000 loan, S$350,000 CPF refund and S$20,000 selling costs fixed: selling at S$950,000 leaves S$380,000 estimated cash; selling at S$902,500 leaves S$332,500; selling at S$855,000 leaves S$285,000. A 10% reduction in sale price would reduce cash proceeds by S$95,000 in this simplified illustration. Real CPF refunds and transaction costs must be rechecked.

If your moving dates don't align

WHAT IF YOUR MOVE DOESN'T LINE UP? HDB's temporary extension of stay, where permitted and agreed with the buyer, may help some resale sellers align a move, but it is subject to conditions and isn't automatically granted. Other families may require short-term accommodation or more time for renovations. Don't promise a handover or staying arrangement until you have checked the applicable procedures and agreements.

Five questions before you sign

FIVE QUESTIONS BEFORE SIGNING. (1) How much of your condo purchase depends on proceeds from the HDB sale? (2) What cash is available independently of the HDB? (3) Can the bank approve financing while the existing mortgage remains? (4) What are your MOP, property ownership, citizenship and ABSD conditions? (5) How much flexibility does your family have on moving and completion dates? The answers will often determine whether selling first or buying first is feasible.

Sometimes HOLD makes sense

BUY, SELL OR HOLD? It may be better to market the HDB first, lower the replacement-home budget, coordinate contracts more carefully or retain the existing flat for now. A good decision is one you can hold through delays and unexpected costs, not simply one that lets you secure a showflat unit. When a timeline relies on everything going perfectly, revisit the plan.
