Should you right-size or stay?

Your children have moved out, your home may have appreciated, and retirement is approaching. Should you sell and move into a smaller HDB flat? Perhaps—but first ask whether a move improves your financial security, independence and support network. A smaller home is not automatically a better retirement home.

Housing options for eligible seniors

Eligible seniors may consider short-lease 2-room Flexi flats, Community Care Apartments (CCAs), suitable resale HDB flats or staying in their existing homes. The correct choice depends on eligibility, care needs, proximity to family, CPF position and usable resources after the entire move. Apply for an HDB Flat Eligibility (HFE) letter before committing to a purchase.

Short-lease 2-room Flexi flats

Short-lease 2-room Flexi flats are intended for eligible seniors aged 55 and above. Available leases generally range from 15 to 45 years in five-year steps, subject to HDB's lease coverage rules. They are not ordinary resale investments: a short-lease flat cannot be sold on the open market and must instead be returned to HDB under the scheme, with payment for the unused lease according to HDB's rules.

Community Care Apartments: the 2026 age change

Community Care Apartments combine senior-friendly homes with care and community support. From the October 2026 BTO exercise, the minimum application age was lowered from 65 to 55, subject to eligibility. CCA residents must subscribe to a Basic Service Package (BSP). HDB announced changes and means-tested subsidies that can reduce fees, with revised BSP fees scheduled to take effect from Q2 2027. Check the actual fee quotation and what is included before deciding.

Understand the full financial picture

The financial calculation is more than selling price minus replacement-home price. Start with the existing mortgage, CPF principal and accrued interest to be refunded, selling costs, replacement purchase and any applicable duties, resale levy and moving expenses. Separate cash proceeds from CPF savings and Retirement Account requirements: money returned to CPF is not necessarily freely spendable cash.

Silver Housing Bonus: up to S$40,000, subject to conditions

For eligible right-sizers aged 55 and above, the enhanced Silver Housing Bonus (SHB), effective 1 December 2025, can provide a cash bonus of up to S$40,000 per household, subject to income, existing-property, replacement-flat and CPF Retirement Account conditions. The scheme generally requires right-sizing to a 3-room or smaller flat, with an additional bonus for a 2-room or smaller flat including a CCA. The maximum is not automatic; assess eligibility and required CPF RA net increase with HDB.

Lease Buyback Scheme: monetise without moving

Staying put is also a legitimate option. The Lease Buyback Scheme (LBS) allows eligible HDB owners, generally aged 65 and above, to sell the tail-end lease to HDB while retaining a lease to live in the home. Proceeds support CPF retirement payouts, with possible bonuses subject to conditions. Unlike right-sizing, LBS preserves the familiar neighbourhood; it also reduces the lease interest retained. Compare both paths carefully.

The value of a familiar neighbourhood

Where you live matters as much as how much cash you release. Walk to the market, clinic, transport and places of worship or community activity. Consider proximity to children and caregivers, barrier-free access, lift location and future care needs. A move that looks profitable on paper may weaken a valuable support network.

Jerry's five-question retirement housing test

Jerry's five-question retirement housing test: (1) How much usable cash and CPF retirement savings remain after all transactions? (2) Will the home support everyday independence? (3) Are family, healthcare and friends within practical reach? (4) Will the lease, layout and services still fit later-life needs? (5) What flexibility remains if health or family circumstances change? Test the option to HOLD alongside moving.

Jerry's Property Wealth Planning verdict

Jerry's Property Wealth Planning view: the objective isn't to turn a large flat into the smallest possible flat. It is to choose a housing arrangement that gives you a sustainable retirement and the independence you value. BUY, RIGHT-SIZE or HOLD can all be sensible.
