Q3 2026 HDB price index

HDB resale prices slipped again in Q3 2026, but more flats changed hands. Does that make this a better time to sell, upgrade or right-size? The answer depends on your replacement housing cost and the cash and CPF position after your transaction, not merely on the national index.

Why transactions increased

HDB's final Q3 2026 public housing figures, released on 23 October 2026, put the Resale Price Index at 202.5, down 0.1% quarter on quarter. This followed modest decreases in Q1 and Q2, marking three consecutive quarters of declines. The changes are small; describing them as a market crash would misrepresent the statistics. What your own flat might achieve

Meanwhile, resale transaction volume increased 19.5% from 6,396 in Q2 to 7,645 in Q3; transactions were also 5.9% higher than the same quarter a year earlier. More completed transactions alongside a modest dip in the index suggests an active but more price-disciplined market; it does not prove why each household bought or sold.

HDB upgrading gap and CPF

Are prices falling in every estate? No. The index is an aggregate. A five-room flat near the MRT in Hougang, Sengkang or Punggol might have a different buyer pool from an older unit with a shorter remaining lease. Compare actual recent transactions by town, flat type, block, floor, lease balance, condition and access to transport.

Right-sizing and retirement

Should you sell now or wait? First establish a realistic achievable price using comparable sales, rather than simply your ideal asking price. Then calculate outstanding mortgage, CPF housing principal and accrued interest to refund, legal and agency costs, and the timing of sale completion. Sale price is not equivalent to available cash.

Private-to-HDB wait-out rule

For HDB upgraders, compare the sale and purchase as one decision. A small discount on the HDB side can still be acceptable if the replacement condominium is also competitively priced. But if private-home prices rise faster, your upgrading gap can increase even after you sell at a good price. Work out all-in purchase cost, stamp duties, loan eligibility, post-transaction cash buffer and ongoing expenses.

BTO versus resale

Illustration, not a forecast: if a household sells its existing property for S$950,000 and deducts S$100,000 in outstanding loan and expenses, S$850,000 remains before applicable CPF refunds. If the replacement home costs S$650,000 all-in, the apparent S$200,000 difference is not necessarily freely available cash. The CPF amounts and their permitted use must be evaluated separately.

Frequently asked questions

Right-sizing is about more than extracting equity. For older homeowners, consider whether a smaller home is easier to maintain, remains close to family and familiar services, and suits mobility needs. Retaining the existing home can be a sensible choice if it serves those priorities and does not strain retirement finances.

On 28 July 2026 the Government removed the 15-month wait-out period for private-property owners and former owners seeking to purchase a non-subsidised HDB resale flat. This is not a blanket waiver of other ownership, disposal, eligibility and financing conditions. HDB's 23 October update said it had not observed a significant increase in resale prices or purchases by such buyers following the removal. Check the current HDB requirements before planning a private-to-HDB move.

Prospective first-time buyers should compare resale with the latest BTO options. The appropriate choice depends on HDB Flat Eligibility status, grants, waiting time, location, household plans and affordability. Never assume a sales exercise location or launch date remains unchanged without checking the current HDB announcement.

FAQ: Did HDB prices fall in Q3 2026? Yes, the final index declined 0.1%. Are prices crashing? A 0.1% quarterly decline alone does not substantiate that claim. Is it better to upgrade now? Only if the complete sale-and-replacement calculation supports the household's needs and financial resilience.

FAQ: Should retirees right-size? Sometimes, if the move improves accessibility, living costs or financial flexibility after CPF effects and transaction costs; holding may also be reasonable. Can former private owners buy HDB resale immediately? Eligibility rules still apply even after removal of the 15-month wait-out period.

Jerry's Property Wealth Planning view: don't ask only 'How much can I sell for?' Ask 'How much usable cash and CPF will I have?', 'What will my next property cost?', and 'Will my family be better off after the move?' Sell, hold, upgrade or right-size according to those answers.
