Common routes when moving home

  • Sell first: more certainty on funds, but you may need somewhere to stay in between.
  • Buy first: secures your next home earlier, but needs more cash upfront and an ABSD check.
  • Buy and sell together: reduces moving friction, but deposits and completion dates need careful planning.

Rules to check before you act

  • HDB loans cover up to 75% of the price, or less if the lease does not cover the youngest buyer to age 95. You need a valid HFE letter before an Option to Purchase on a resale flat.
  • When you sell, the CPF refund generally covers CPF used plus accrued interest. At a market-value sale, a shortfall after the loan generally need not be topped up in cash.
  • Standard ABSD on or after 27 Apr 2023: citizens 0%, 20%, 30%+; PRs 5%, 30%, 35%+; foreigners 60%. Special cases and remissions need separate checks.
  • Usual order: HFE letter, financing, Option to Purchase, resale submission, completion, CPF refund, then funding your next home.

Rules as at 3 Oct 2026. Check current rules with the agency.
